How many cats have been spared  a dismal existence  because of Jane's Clinics?  In 7 years, the cats that were spayed or neutered in Jane's clinics this year could have produced sixteen million, 380 thousand progeny.....which are about 8 times the recorded number of dogs and cats that are killed in shelters in one year (4.3 million in, 64% euthanized or 2.7 million cats and dogs).  56% of dogs are killed and 71% of the cats.  15% of dogs are reunited with owners and only 2% of cats.  24% of dogs are adopted and 25% of the cats at shelters.

Owned Cats Clinic: each week on Saturday, from 8:00 a.m. to 3:00 p.m. at the SPCA of Erie County, Tonawanda Shelter, 205 Ensminger Road, Tonawanda, NY  14150.  Cost:  $45.00 per cat includes spay/neuter, rabies vaccination, FVRCP vaccination, one application of Revolution.  Testing for feline leukemia/feline immunodeficiency virus is available for additional charge.

ELIGIBILITY INFORMATION FOR COST ASSISTANCE:  This covers public assistance, shelter adoptions, organizations and veterinarians.

In 1995, the New York State Animal Population Control Program was enacted into law. Through the NYS Animal Population Control Program (APCP), eligible persons adopting a dog or cat from an approved SPCA, humane society, municipal shelter or dog or cat protective association may have their animal spayed or neutered for only $30.  In 2006, the law was amended to include the spaying and neutering of dogs and cats  owned by people on public assistance for only $20.
Benefits of the Animal Population Control Program
Spaying or neutering your dog or cat is beneficial to both you and your pet. It is recommended that the surgery be performed before six months or the first heat cycle (whichever is earlier) because
bulletyour pet's life expectancy is increased and their disposition generally becomes more gentle and affectionate;
bulletspaying a female helps prevent uterine infections, such as pyometra, and mammary cancer;
bulletneutering a male helps reduce the risk of cancer, prostate disease and hernias; and
bulletYou save at least $8 on your annual New York State dog license fee.
Reducing the pet overpopulation is beneficial for every community as hundreds of thousands of cats and dogs are euthanized or suffer as strays every year. Furthermore, anytime a municipality seizes a stray dog, there are expenses for the taxpayers, such as sheltering the animal or even euthanizing it.
Funding Sources for the Program
There are four sources of funding for the NYS Animal Population Control Program.
bulletThe $3.00 surcharge on dog licenses for each unneutered and unspayed dog over the age of 6 months (including dogs licensed on a purebred dog license);
bullet$35 from unclaimed deposits from mandatory SPA Neuter Law.
bullet$20 of the $25 annual charge for the "Love Your Pet" custom license plate.

Eligibility Requirements for Animals owned by People on Public Assistance
            To be eligible to receive a low-cost spay or neuter surgery for your dog or cat, the following requirements must be met:

bulletdogs must be licensed in New York State 
bulletthe owner must provide proof that they are on at least one of the following

To prove that you are in receipt of Temporary Assistance or Food Stamps you can provide a copy of your notice “Action taken on your Application” or “Action taken on your Recertification” with your application voucher.  For other services you should provide a recent (within one month) statement of benefits or a signed statement from your Social Services contact.

bulletThe department will process the application and send a voucher to the owner with a list of participating veterinarians in their area
bulletThe owner will take the Voucher to an approved veterinarian and pay the $20.00 co-pay fee to the veterinarian at the time of surgery.
bulletIf the veterinarian requires certain pre-surgical immunizations, the charge to the owner may not exceed one half of the lowest cost which is charged to a private client.
bulletThe veterinarian will perform the surgery and complete the Voucher.
bulletThe voucher is sent to the Division of Animal Industry for reimbursement. After the voucher is verified, the veterinarian will be reimbursed at the rate of 80% of the difference between the veterinarian's approved fee and the $20.00 owner co-pay.
Eligibility Requirements for Animals Adopted From Shelters
To be eligible to receive an Adoption Voucher Agreement for a low-cost spay or neuter surgery, the following requirements must be met:
bulletthe dog or cat must be adopted from an approved SPCA, humane society, municipal shelter or dog or cat protective association within New York State; and
bulletthe adopting owner must be a resident of New York State; and
bulletthe dog or cat cannot be imported into New York from another state
Animal Organizations Eligibility Requirements
Animal organizations may qualify to participate in the NYS Animal Population Control Program by meeting the following requirements:
bulletThe animal organization must be a duly incorporated society for the prevention of cruelty to animals, humane society, municipal dog shelter or dog or cat protective association;
bulletThe animal organization does not collect money from the adopting owner for the spay or neuter surgery and cannot perform the surgery at the animal Organizations facility; and
The animal organization agrees to provide Applications for Adoption Voucher Agreements only to individuals and animals that meet the eligibility criteria specified under Article 7, Section 117-a of the Agriculture and Markets Law.
To apply to the program, complete the Shelter Application for NYS Spay/Neuter Program and mail to the NYS Department of Agriculture and Markets, Division of Animal Industry, 10 B Airline Drive, Albany, NY, 12235.

bulletSubmit a Veterinary Practice Application including the canine and feline spay and neuter fee schedule to the NYS Department of Agriculture and Markets, Division of Animal Industry, 10 B Airline Drive, Albany, NY, 12235. The Department reserves the right to deny applications for veterinarians whose fees are deemed unreasonable.
